women advocating for female oppression?

idea that it is the women's fault if she got raped while wearing pants <-- women are the ones pushing towards retaining the cultural island-dress while (some) male activists are against the idea. why is it that women are often the ones most strongly holding onto tradition and culture, even when it goes against their self-interest and is most oppressive of women? this is similar to south asian culture where the (sometimes) mothers try to find a way of taking inheritance rights away from the daughter so that the son can have more!
